Quebec City Minibus Rental with a Driver
Old Québec is best on foot, and most of the region's treasures lie just outside it: the falls, the island farms, the shrine on the Côte-de-Beaupré. A minibus or Sprinter with a driver links the two, dropping your group at the walls and taking you out to the countryside afterwards.
Your arrival at YQB
From Québec City Jean Lesage International Airport it's roughly 17 km by road into Old Québec, or 25 minutes or so when traffic is light. Drivers collecting a pre-booked group file a Private Transportation Request with the airport so security can identify the vehicle, and waiting at the arrivals curb isn't allowed. The driver can hold in the free waiting area on 6e rue de l'Aéroport until you're ready.
The city of Montreal is about three hours' drive away, so arriving through Montréal-Trudeau works too.

How vehicles work inside the walls
Inside the walls of Old Québec, tour buses may not park at all. Some hotels have a set-down zone at the door where a vehicle can stop for 10 minutes at most while people get on or off. The city also requires a tour-bus permit displayed on the windshield, and the engine must be switched off the moment the vehicle is stopped.
Routes can change with roadworks. Because of works on rue De Buade, most tour buses can't use rue Saint-Louis until 30 November 2026 (the restriction began on 30 March). They enter the old town by way of côte du Palais or else rue Saint-Jean, and temporary set-downs are on rue Pierre-Olivier-Chauveau and rue D'Auteuil. Rules like these change, so your route is checked for the dates you travel.

Arriving by ship
The easy half days
Montmorency Falls, higher than Niagara, is about 15 minutes away, with a cable car. Île d'Orléans, with its farms and cideries, and Wendake, the Huron-Wendat Nation community, are about 20 minutes each. Sainte-Anne-de-Beaupré's basilica is about half an hour, and Mont-Sainte-Anne about 40 minutes. For a full day, drive about 1.25 hours to Baie-Saint-Paul in Charlevoix.
Winter in the city
A Québec-registered minibus or Sprinter needs winter tires between 1 December and 15 March. Pack warm layers: the walk from a set-down point to the Château Frontenac and Dufferin Terrace feels longer in January.
Your questions
Can the driver take us right to our hotel inside the walls?
If the hotel has a set-down zone out front, yes, for a quick stop of up to 10 minutes. The vehicle then parks outside the walls until you need it.
Will the rue Saint-Louis rules still apply in 2027?
The published restriction runs to 30 November 2026, and nobody can say yet what 2027 will look like. The route is planned against the rules in force when you travel.
Is a cruise stop long enough for a trip to the falls?
It can be. Montmorency Falls is about 15 minutes from the city, so even a short call leaves time for it; add Île d'Orléans if you have longer ashore.
